When the Republicans block an increase in the debt limit, shouldn't funding for obstructionist Red States be?

Actually, it should be refunded to the fed - not just cut. Especially if the governor made a big stink about how he's going to refuse any stimulus money, then quietly accepted $$$millions. And then took credit for the jump in the state's economy.
